SPV Water pumping System Component of “Sub-Mission on Agricultural Mechanization(SMAM) Programme” implemented by Gujarat Green Revolution Company Limited, Vadodara (GGRC) on behalf of Department of Agriculture, Government of Gujarat in the Gujarat State.

3.0 Government Subsidy under the programme
The beneficiary farmers is entitled to avail subsidy under the SMAM programme is as per the HP of solar water pump selected by him as mentioned below.

4.0 Procedure of GGRC in selection of beneficiary farmers
The Solar Water Pump Supplier will generate demand, identify the beneficiary farmer and submit his solar water pump application in GGRC for sanction of government contribution and further process as per the GGRC procedure. A Tri Party Agreement (TPA) between the farmer, GGRC and Solar Water Pump supplier will be signed by mentioning the roles and responsibility of each party.
The programme will be implemented in market oriented mode by GGRC. The Promotional activity may be carried out by Solar water pump supplier and or in support with any likeminded organization like GGRC Registered Micro Irrigation System (MIS) suppliers, GGRC field officers, banker or any other interested institutions or organizations.
5.0 Salient Feature of SMAM Programme
- Under the Programme, AC/DC type submersible/surface pump of 3 HP/ 5 HP capacity of Solar Water Pump system will be availed by beneficiary farmer as mentioned in para.
- The solar water pumps will be installed in the Gujarat through GGRC registered solar water pump supplier.
- The solar water pump system cost is inclusive of GST for installation, commissioning, transportation and maintenance for 5 years from the date of acceptance of system by the farmer.
- Compulsory Insurance coverage for one year to Solar water pump system as well the beneficiary farmer is provided.
- The Solar water pump system is compatible to operate with Drip irrigation system.
- The farmer may apply to any of the Nationalized/Commercial banks for sanction of loan for the Solar water pump under programme implemented by GGRC.
- GGRC/Farmer can monitor the performance of solar water pump through GPRS based Online Remote Monitoring System.
6.0 Survey and Preparation of Cost estimate and Design
The Solar Water Pump Supplier will carry out GPS based survey with geo tagging of the location of the water source as well as farm and will prepare a design along with cost estimate. The Solar Water Pump materials as per the technical sanction of GGRC will be supplied to the farmer’s field and commission by solar water pump supplier. The Solar Water Pump system will be selected by the farmer as per his requirement within the technical specifications.
7.0 Installation of Radio Frequency Identification Device (RFID) tag in Solar water Pump.
The solar water pump system material meets the MNRE technical specifications and qualifies the Test reports from MNRE authorized test centers only. The PV module, motor pump and controllers also have the serial no plate with manufacturer’s details. In addition The PV module also contain RF identification device (RFID) tag which contains technical and manufacturers details.
8.0 Third Party Inspection (TPIA) and Joint Commissioning Report (JCR)
The inspection and joint commissioning of installed solar water pump system will be done by a third party inspection agency (TPIA) appointed by GGRC in the presence of authorized person of Solar water pump supplier and farmer. The TPIA will verify the installed solar water pump material as per the technical specification and conduct a successful joint commissioning of the solar water pump system to the satisfaction of the farmer. After successful completion of inspection, the TPIA will prepare a Joint Commissioning Report (JCR) in the format prescribed by MNRE/GGRC. The final payment to Solar water pump supplier will be made only after the completion of JCR and its submission at GGRC.
9.0 Warranty of Solar water Pump
The Warranty period for the components / equipment supplied will be Five years from the date of installation and handover to the farmer. Any equipment / component is found to have manufacture defect or poor workmanship within the warranty period, the Solar Water Pump System supplier shall replace the same with free of cost within five days of intimation from the beneficiary farmer. The Solar water pump system Supplier will provide repairing services free of cost and ensure availability of fittings and spare parts of the total system within five days of getting the request from the farmers.
10.0 Training to the Beneficiary Farmer
The Solar Water Pump system Supplier will provide onsite training to the beneficiary farmer regarding all the required aspects for operation and maintenance of the system.
The Solar Water Pump Supplier has to provide the operational and maintenance manual of the system in Gujarati with farmer’s friendly language. The manual shall include complete system details, schematic diagram of the system, technical details, working principles, Do’s and Don’ts etc. along with step by step maintenance and troubleshooting procedures.
